Enclosing a historic window opening in a key character-defining
façade is inappropriate, as is adding a new window opening.
This is especially important on primary façades where
the historic ratio of solid-to-void is a character-defining
feature. Greater flexibility in installing new windows distinctive
features that should be may be considered on rear walls.
